Here again, forgiveness and righteousness are based upon works that man does instead of on the piece of work the Jesus did on the cross. The Quran also states that this was function of the covenant that God made with the Israelites. What is left out of this mention of the covenant (as well the fact that the to a higher place is not recorded in the scriptures) are the sacrifices.
The Law required regular sacrifices for the forgiveness of sin. Without those sacrifices, at that place was no forgiveness.

This Quranic passage does several things:
